From brownfield to breakthrough.
EnVision supported the transformation of Toronto’s East Bayfront by delivering specialized environmental and risk assessment services for the Sugar Wharf Condominium development—a multi-phase renewal of the former LCBO lands led by Menkes Developments.
The site presented complex environmental and geotechnical challenges due to legacy contamination from decommissioned underground fuel storage tanks. EnVision led the technical strategy, navigating structural limitations, protecting heritage elements, and managing contamination through targeted remediation and monitoring.
Our Risk Assessment team initiated and led three risk assessments under Ontario’s brownfield redevelopment framework (O. Reg. 153/04), balancing regulatory compliance with heritage preservation and development goals. The resulting Risk Management Measures—engineered caps, vapour mitigation systems, and long-term monitoring—helped clear the path for new infrastructure, residential towers, and public spaces.

Balancing contamination remediation with heritage protection.
EnVision oversaw the safe removal of two large underground storage tanks on a structurally constrained site adjacent to a heritage façade. U-Fill backfilling and advanced drilling techniques enabled safe excavation, while real-time data collection guided follow-up monitoring and risk assessments.
Complex risk assessments for multi-use redevelopment.
Our team led three detailed risk assessments to support redevelopment of the site, including future parkland and roadways for the City of Toronto. Each risk assessment addressed unique land use challenges and delivered engineered solutions tailored to the site’s historical and future uses.

Delivering environmental solutions for Toronto’s waterfront
The LCBO Lands redevelopment project exemplifies the highest standards of environmental site assessment and remediation. From the initial Phase One ESA at 55 Lake Shore Boulevard East to the complex risk assessment and remediation oversight phases, the team demonstrated exceptional technical expertise to ensure the projecproject t met the regulatory requirements to support RSC filings on the various blocks and deliver a two-acre park and future right-of-way to the City of Toronto.
The project involved intricate coordination across multiple stakeholders, including the development team and their contractors, and required innovative solutions to address soil and groundwater contamination while maintaining structural stability. Despite evolving site conditions and regulatory requirements, the team consistently delivered accurate analyses, timely reporting, and proactive communication.
